Welcome to the maiden issue of the Quarterly ‘SYCOM’s Green Letter’ for the period July– September, 2014. We hope that you will find this useful update on our recent activities. We would like to thank all our stakeholders, clients, well-wishers and the Sycom Team who made it possible by providing continuous support and useful information.

 

In this issue, we bring you a brief analysis of ‘Role of Extended Producer Responsibility (EPR) in E-Waste Management’ – a new concept in the Indian E-Waste Management context, focusing in study area of Delhi and NCR; a dissertation carried out by our colleague Aditya Bisht. Our team has taken up the issue of ‘Odour Management’ in the Municipal Solid Waste Management sector in the right earnest. Apart from the most visible & prominent form of pollution that we encounter in our daily lives i.e. the sight of Garbage, its Odour still remains the major irritant and a cause of concern for the citizens and the Urban Local Bodies alike.

 

Our team has taken up several research projects and is now preparing for a pilot project involving both the Odour monitoring as well as mitigation measures at the Secondary Storage and the Landfill sites.

TOFT PUG  AUDIT

Sycom TOFT PUG Audit is an environmental audit which is aiming to verify and validate best wilderness accommodation practices. Till date around 58 audits have been conducted in 17 different National Parks and Tiger reserves. From July to September 2014 four audits have been performed including a cruise audit at the Sunderban Tiger Reserve, West Bengal

RESEARCH AND PRESENTATION ON ODOUR MANAGEMENT

With growing population, industrialization and urbanization Odour problem has become a serious issue which needs an immediate attention. There is a dire need to monitor and control odour from different segments of Municipal Solid Waste Management System. Sycom team is investigating to find out ‘A complete solution of Odour removal from Municipal Solid Waste Management Stream’. Sycom’s Team attended a seminar at CPCB on “Interaction on ‘Measures in Odour Management’.

Our Director Mr. Pradeep Dadlani gave a presentation on the topic of ‘Odour Management in MSW Landfill site’. Sycom have also formed a strategic consortium with two  companies, one as a manufacturer of equipment for Odour measurement and other a manufacturer of Odour removal products. A pilot project is being planned in this regard.

SUMMER INTERNSHIP TRAINING

This year Sycom had five summer interns out of which one was from Guru Gobind Sigh Indraprastha University, two from Kurukshetra University and two from Amity University. All were working in different topics like Odour Management, Healthcare Waste Management, Solid Waste Management, Eco Tourism Certification, E-waste etc.

In addition, two dissertation projects by the students  from Guru Gobind Singh Indraprastha University  in the period January to July, 2014 on  topics “Sustainable and Integrated Growth Model: City Innovation through PPP approach for Urban Waste Management” and “Development of Eco-Tourism Certification Criteria and Indicators: A tool for Accommodation Providers for promoting Sustainable Tourism in India” were sponsored by SYCOM. GHAZIPUR LANDFILL SITE VISIT

SYCOM Team  visited the Ghazipur landfill site for their ongoing research of Solid waste management as well as Odour Management. They interacted with the concerned Technical staff at the landfill site. We are really thankful to the East Delhi Municipal Corporation in this regard for facilitating this initiative.

WORLD ENVIRONMENT DAY 2014 CELEBRATION

Sycom Projects Consultants Private Limited and Guru Govind Singh Indraprastha University jointly organized a “Brainstorming Interactive Session, on the occasion of World Environment Day, 2014” at GGSIP University, Dwarka. Eminent speakers like Mridula Tangarila from Taj Safaris, Rakesh Solanki from COO DWM, Ms Laxmi Raghupati- Ex Director MOEF, Mr. Rajesh Ranjan Assistant Management – Jagran Pahel highlighted their view in the seminar. Our events have been covered by Hindi Newspaper “Dainik Jagran”, English News papers like “Dainik City Plus” and “The Pioneer”

PRESENTATION ON “CLIMATE CHANGE, FAMINES AND FOOD CRISIS”

SYCOM’s Director Mr Pradeep Dadlani visited Yokohama, Japan in July, 2014 for Co-Chairing the joint session on “Climate Change, Famines and Food Crisis: Participation, organizational democracy and self Management” and also presented a paper on “Sustainable Urban Development for Poor”.at the XVIIIth World Congress at the ISA.

Ø	Lack of Awareness among the users.

Ø	Half heartedly Implementation of E-Waste Rule & Regulation by the Regulatory Authority.

Ø	Lack of interest from electronic manufacturing companies to implement their global E-Waste policy in India. 

Ø	No robust Monitoring and Evaluation Mechanism in place E-Waste management.

Ø	Needs to act together and adopt models such as Individual Producer Responsibility (IPR) or Collective Producer Responsibility (CPR) Model.
EXTENDED PRODUCER S RESPONSIBILITY (EPR) IN E-WASTE MANAGEMENT: GROUND REALITY IN INDIA

A significant waste type and toxic legacy of our digital age is e-waste. This waste stream now becomes a serious global concern as these are harming and polluting the total chain of ecosystem around the world. To shifts the e-waste management responsibility upstream in the product life cycle to the producer and away from municipalities and general taxpayers, a policy approach popularly known as “Extended Producer Responsibility”, which was officially formulated on 1990 in the Western World Europe. Thus research has been carried out to define the status and role of EPR in the E-waste Management in the area of Delhi and NCR region. In this regards information were collected through various meetings, personnel interviews and conferences with various stakeholders in the E-waste chain like Producers, NGO’s, Authorized Collectors, Recyclers, Consumers, Funding agencies, Regulatory Bodies and Policy Makers.

Collectively the findings visualized that especially in India EPR concept is not at all successful even after implementation of e-waste rule 2 years back. It has been noticed that some producer companies have not been registered through DPCC. Those who have authorized collection centres do not get proper response from the users.  Very low quantities of e-waste is collected through take back outlets. Some producers are following EPR policy albeit just in name and ambiguities galore in their operations. Very few initiatives have been taken for awareness generation of the consumers. On the other side collectors have a common grievances of receiving very less quantities of e-waste as the scrap dealers hold the largest share in e-waste scrap to sale. Informal sector is using rudimentary techniques such as acid leaching and open-air burning, which results in severe environmental issues.

Also, no strict actions have been initiated against any of the defaulting companies by the regulatory agencies. Most SPCBs have not set up any mechanism in their respective States to monitor the collection and processing units. There are also huge gaps in e-waste compliance between India and the rest of the world. Most International companies have a global policy on their E waste management and demonstrate responsible behaviour by setting up efficient systems/models like Individual Producer Responsibility (IPR) or Collective Producer Responsibility (CPR) abroad but in India, they have a totally different approach.

The effective application of the EPR policy in India is a key to a successful E-Waste Management Model & hence it requires dire attention from all stakeholders. 

TRAINING AND CAPACITY  BUILDING OF THE DISTRICT  PROJECT MANAGER/HOSPITAL MANAGER, CBWTF OPERATORS, REGULATORY AUTHORITY ETC

Under the World Bank project of Uttarakhand Health System Development Project, Sycom’s director Mr. Pradeep Dadlani conducted training and capacity building programme of different stakeholders such as District Project Managers under the NRHM programme, Hospital Managers etc. and interacted closely with the Regulatory Authorities such as State Pollution Control Board officials and others. The objective of this assignment was to provide overall aspects of Healthcare Waste Management System including issues with regard to infection control and waste management, compliance with regulatory framework, Implementation issues, Training of Personnel and Monitoring & Evaluation.

CARTOON/CARICATURE DRAWING COMPETION

 

SYCOM also organized a Cartoon/Caricature Drawing Competition in association with ‘NAVANUBHUTI’.  The major objective of this competition was to create awareness not through serious preaching but in a more friendly and light manner through Cartoons and Caricatures.

 

A number of entries from different age-groups were received each having a story to tell about Environment, imagination of worst world if we do not take appropriate steps towards conservation of nature and natural habitats. Among them the three best entries were awarded with certificates and prizes.
